Structure <--> Measurement and Reward
This area shows the relationship between the measurements of whole systems or value streams.
In general, measurements should be related to whole systems rather than parts of systems.
The most effective measurements are related to end to end processes rather than the hierarchical structure of teams.
The teams in the structure may not be able to claim some of the lower level performance.
NOTE: this relates to high performance teams who own the entire value stream or process (like new product development).
